Eat-Man is based on the popular-in-Japan/overlooked-in-the-west manga of the same name by Akihito Yoshitomi. It tells the story of a wanderer called Bolt Crank through various lands. He has the power to consume objects and later have said object manifest itself on his body. The manga has a very clean art style that makes good use of white space. The stories are stand alone tales with little to connect them except Bolt.
The first series of the anime however is an awful, dark, murky bog standard “cyberpunk” concoction that is devoid of the charm of the manga. Which is why they made a second series Eat-Man '98 that had actually used the manga's stories as it's basis.
Eat-Man was an early VHS release on Bandai's AnimeVillage label that was the signifier of the US anime boom in the late nineties, but is no longer available. The Eat-Man '98 series is still available as DVD set from Bandai. And Viz have released all of two volume of the manga (there are actually 17 written). So like I said, overlooked. While it's understandable for the anime as it's nothing special and in the case of the first series actively poor, the manga is a fun little sci-fi/fantasy series with nice artwork.
Here's the opening to the second series:
